The meeting was called to order by Don Vogel and noted thata quorum was present.
Directors present were Don Vogel, Rick Humerickhouse, Mark Evans,Matthew Benningfield, Andrew Meadors, CJ Stidham, Marlene Elliott & LarryLoucka.
Jonathan Kincaid were absent.

TOWN COUNCILUPDATE
Zoning board had thefirst reading for the rezoning of golf course. Will be zoned as PUD – Planned Unit Development. Trail Project – Paving next week. 68% of residents in Spencer County havecompleted the 2020 Census. 20 parcelswanting to develop behind Kimball plant.

Rick Humerickhouse made a motion to approve the September MonthlyMeeting Minutes.
The motion was seconded by Mark Evans.

TREASURER’S REPORT– September 2020
Mark Evans reviewed the Treasurer’s report for the month endingSeptember 2020:

The Reserve account saw a decreaseof $ 7,089.35 from August to September 2020.
Marlene Elliott made a motion to accept the September Treasurer’sReport.
Rick Humerickhouse seconded the motion.

DELINQUENCY REPORT
Chris Ambs, Property Manager, reported on Assessmentscollected for September 2020.
Prior year assessments collected for the month of September 2020: $2,842.58
Total Collected for 2020 - $ 15,013.44
Budgeted Assumption for 2020 - $ 9,060.00
MANAGER’S REPORT
- Real Estate Report – September: 4 existing homes, 2 new homes & 8 vacant lots changed hands.
- There are approximately 8 homes for sale in CLV
- There are 26 open construction permits
- Trick or Treat – if you want to participate, leave porch light on
- Lake Survey complete
- C & R’s have been recorded incorporating Sub #1 into current C & R’s
- Storage area clearing soon
- All old docks are out of the lake and being disassembled for disposal
- Boat & camper storage reminder: Must be properly stored no later than 11/1/20
- Road repair complete
- Fall chipping campaign is ongoing
- Dam Inspection – Kevin Laswell will perform some drainage work at foot of Lake Holly
ACTION ITEMS
Festival of Lights Update – Dueto COVID – we will have the Festival of Lights for visitors, but the Rec Centerwill not be open for snacks & bathrooms. CASA would still like to take donations for both scheduled nights. The snacks and drinks that are usuallypurchased for both nights total $1000. Itwas proposed to give $500 to Christian Resource Center & $500 to NorthSpencer Community Action Center.
Marlene Elliott made a motion to divide the funds to both charities.
Mark Evans seconded the motion.

OLD BUSINESS
Don reviewed the issue brought up by Paul Kyle at September’s meeting regardinga Tract change in 2007. At that time,the Board gave Carl Working approval to change lots 125, 127, 128 & 129 inthe 6th subdivision from Tract C to Tract E. This was recorded in 2010.
NEW BUSINESS
2020 Spencer County Tax Sale – There were 230 lots listed on the tax sale this year in CLV. Don and Mark Evans drove around to review thelots that are on the list. They came upwith about 30 lots that look desirable. We would like to make the desirablelots available to the local builders to keep the building going in CLV. They would work with Joe Edwards, with SRI,to be able to purchase the lots through a Certificate Sale.
